"Scanner Darkly" effect

I have a client that wants to take some video footage and get an animation effect like in the movie Scanner Darkly (was also used in a series of commercials - I forget the company). Is there possibly a video filter for After Effects or Flash or another software altogether that would recreate this effect on a series of 5 minute videos? If anyone is capable of doing the work, feel free to private message me to discuss subcontracting of the work. Thanks!

You could import it frame-by-frame into Flash, and use that convert to vector tool thing.

thats bascially what they used for the ING Commercials (If I remember correctly)

The ING commercials used the same 3d house that created the software that they used in scanner darkly. ( i belive )

It is a VERY expensive effect. well outside the range of your normal website project.
You *could* recreate the effect in aftereffects by rotoscoping it frame by frame using the "posturize" filters and allot of hand masking. Once you got used to the process you could probibly get the effect done in ...( and i'm just guessing ) maybe around 48-50 minutes per SECOND of effect.

He'd be better off using premiere, photshop and illustrator and rotoscoping the entire piece. Only problem is, is that it is extrememly time consuming and cumbersome.

nope this was done with some proprietary software built especially for that movie. The whole industry in general is hoping they make it available to the public.

There are ways to get a similar effect, but wont be near as good.
